In which release this was fixed? I have the same problem and I use Cobalt package - Everything - v. 8.359

With new release I still get an error. On going to packer the pages gets blank

I have installed latest release. The packer is opening but on built still get a blank page.

An HTML error is produced

"The character encoding of the HTML document was not declared. The document will render with garbled text in some browser configurations if the document contains characters from outside the US-ASCII range. The character encoding of the page must to be declared in the document or in the transfer protocol."

turn error reporting to maximum in Joomla and see what error will you have then.
