In the content type under Submission parameters there is a parameter called "Who can edit". The options are No One, Author, or a specific Joomla group. is it possible to set things up so that a specific Joomla group can edit any record and the author can edit their own records even if they aren't in the Joomla group?

I want to have a system where people can edit their own records but I want a group of administrators to be able to edit anything.

You can use two different "Moderation" features.

1. Method / backend setting per type

See YourType -> Properties -> Who can moderate -> ACL
Create a special ACL and moderators group, assign certain users to that group.

2. Method / frontend manager, versatile options!

You can also create a special "Moderators" manager menuItem.
See Joomla MenuManager -> YourMenu -> Cobalt -> Moderators
Set access to "Special".

This Manager allows you to create Moderators and assign different rules and rights per Section and even Sub-Categories. If you want to have different fine-grained control per Section and User... this is the most powerful method.
