It is a MySql table #__emerald_countries.

when I install a new release my changes to that table will be overwritten? why not using language variables for the countries names?

No.

Because multiple languages are not often. And even it is multilagual website, countries on English are still acceptible in most cases.

Anyway, i think it should be translatable...

BTW, why is it a special DB table? If this is a techical requirement, there should be multiple values or even tables for most used languages with respective _lang suffix or something like that.

Why no language constants in language INI files?
