Hi,

Is there a way to change how the options for tags are displayed to the user who is adding a record? My users don't know what the tags are, so the 'search' is not really applicable. Is there a way to change this so that the user can select from a list of all tags or a tag cloud?

Yes, not only for Tags. You have different styles for other filters, too.
Filter display settings are controlled in your Section's markup template:

Edit your Section -> General Parameters -> Templates -> default (click edit button)

cob_markup_layout_template_settings

In modal window, see tab Filters -> Filter modes -> Tags style

And how do I do the same for a submission form please?

Is there also a way to restrict the user in the number of tags they can allocate, in my case, only 1.

You cannot change submission form.
