I am using Location and address and the filter by distance in not working for public users.

When I login is working just fine.

Not working. What does that means? It does not find articles or public users do not see filter? What is parameter "Who can filter by distance" is set to?

I see. I have fixed this. But this is because of parameter Who can place marker. You can make it public and it should work. But next version this will work with any value.
