cobalt component permission

Hi,

To my surprise I found that in the backend in global configuration, cobalt does not have component level permission. Is there any reason why this is disabled? If I want to give access to cobalt bakend component acees , then with current situation, I cant able to do it.

Release is tomorrow. Coablt is not yet ready to be build. Some other things in progress.
