Not by simple configuration. Unfortunately, there is no parameter for field values compare/filter. You might have seen this in "Records field".

The module allows to set a special list template. I could imagine to modify a list template, then check your specific field value and filter the output.

Alternatives:

Do you already use "featured" option? If it is still available, you may set the records to "featured", and display only featured records. Set limit and primary order to "Random".

You want it in module or on the full view of another article? i mean should it be records field or records module? Field would be easy to do.
