let's say user "joe" can post articles. Those articles have to be approved by administrator "admin". When admin approves articles user sees notice number beside article title. If I hover over number the tooltip says "Record has been approved by joe and now listed". I think joe (the one who posts) should be changed with admin (the one who actually approves). SO it should say "Record has been approved by admin and now listed"
