I am thinking of using this as a component with FREESOCIAL as a membership system.

Can I restrict, based on the membership, viewing Images, and videos??

Also Can I restrict Messaging or email quotas?

that all depends on tools you use to provide images and videos and send emails. But I should say it all is possible.

But you have to know that there is no real restriction of the video. You can protect it only for unpaid access, but after someone get that access you have to means to protect it from been copied.
