I learned Fabrik because it had a "package" function that would allow me to build an application on a development site, then install it on a number of other sites. Fabrik stopped working on this feature.

Does Cobalt all me to do this?

Hello, yes Cobalt has such a feature called Packer where you can create installation zip files of sections and select what should be included in this zip file only content or tempates too. The you can install this zip file on another website where is used Cobalt.

For example this packs are created using Packer http://www.mintjoomla.com/download/joomla-3/category-items/4-downloads/14-packs.html
