Do you mean: Form Submissions are only visible for admins?

Do you have a section "contacts"? Or is it a sub-catgeory inside a bigger tree structure?

Different approaches and available settings:

  • articles itself can have a view restriction! See in YourType -> SubmissionParameters -> SubmissionBehavior -> "Who can view" (applies to NEW articles, existing have to be changed in records edit mode)

  • a Section has a related setting in Properties, called "Who can see restricted records in the list"

  • every (Sub)Category has an "Access" parameter in Tab "Options".

  • Restrict and hide Contacts list MenuItem: You can also set a usergroup/ACL for your J! menu item
