Strange tab in user management area

Hi Sergey,

I see something like this if I click on a user name in user management area.

COM_USERS_EMERALD_FIELDSET_LABEL

But there is nothing in this tab as well. What is this and how can I remove it? Or make it functional if it is useful?

So what are they and why do they exist? Did you create them on purpose or are they also a surprise for you?

I think it is result of integration with users in plugins. But since it does not contain any form, it should not be there. it is surprise. I think it is Joomla issue.
