There is missed row with zero index. This query should help:

INSERT INTO `jos_js_res_comments` VALUES ('1', '0', '0', ' ', '0000-00-00 00:00:00', '0', '', '', 'en-GB', '0', '0', '0', '0', '0', '0', ' ', ' ', '0', '', '0', '1', '0', '0', '0', '0');
