Mass publish don't work in Cobalt admin area of categories. Have to publish each category manually.

confirmed. Batch unpublish is working, but batch publish is not.

Joomla 3.7.3 and Cobalt 8.742

It works for me.

By mass publish you mean checkbox and menu button or click on parent category? If you use checkboxes make sure you select all categories including parent. You cannot publish categories of level 2 untill level one is published.
