Events set to "Special" notification is not received by record owner

Hey Sergey,

I think there's a problem with events email notifications, for example I've set the "Record deleted" event to "Special" and the record owner does not get any email notification that his record has been deleted, can you check ?

Special is not everywheer includes author. Because that is manual work. Just set access for this even registered.

Also I checked in the code and delete record event is commented at all. No one is supposed to receive it.
