Существует ли возможность отобразить User Menu (Home, Post..here, Sort by, My Menu) в модуле боковой панели

Not as a separate J! module...

The Menu is part of the main cobalt list view, the template file is called:

default_markup_default.php

So, you may have to change the layout and position in this file. Most likely add some necessary CSS for proper styling. i.e. bootstrap vertical tabs, or your own custom style

Согласен. Нужно это решать шаблоном основной разметки. Просто там выветси то меню что сейчас в верху, с боку.
