New user subsription via front end

hai, i had a problem. i cannot add new user via frontend. when i click to select user, it just open a list of user. and when i click to the name, nothing happen. please help

The list of users have to be in a popup. If you do not see a popup, there is a conflict with something else. try to set Protostar template for emerald control panel menu link.
