system cobalt plugin: what is for?

I was runnig through the instaleld cobalt plugins and I notice a "system - cobalt" plugin (a system type plugin)

it is disabled... should I enable it? and what is it for?

This plugin right now only for drip content field and Joomla Quizz Deluxe integration support.
